The PA 2014-2020 (Partnership Agreement for the Development Framework) constitutes the main strategic plan for growth in Greece with the contribution of significant resources originating from the European Structural and Investment Funds (ESIF) of the European Union. The objectives of the European Structural and Investment Funds of the European Union, which co-finance the Partnership Agreement (PA) 2014-2020, are implemented through Operational Programmes (OP).
The Former Implementation Authority of Educational Actions (EYE ED) of the Ministry of Education, Research and Religious Affairs was founded by Law No 3027/2002 (FEK 152A), as a special Authority Implementing Programmes of the Community Support Framework (CSF) 2000-2006, continued to exercise the responsibilities according to the ESPA Operational Programmes of EU Structural Funds, (NSRF Law No 3614/2007, Joint Ministerial Decisions 20087/31-12-2008, 11726/21-12-2010), has been currently renamed as Special Authority “ESPA Executive Unit – Education Sector (ED ESPA) of the Ministry of Education and Religious Affairs by Law No 4354/2015, Article 6 (FEK 176A), exercising all the competences regarding the ESPA (NSRF) EU Structural Funds Programmes (Law No 3614/2007 – FEK 267A), the New Programming Period-PA 2014-2020 Partnership Agreement for the Development Framework (Law No 4314/2014 (FEK 265A), Public Investment Program (PIP) and other European Programmes. The Structure, the Function and the Competences of the Special Authority “ED ESPA Education Sector” is defined in the Joint Ministerial Decision No 47903/495/9-5-2016 (FEK 1406B).
The function of the Authority as follows: designs, plans, specifies, prepares and implements Projects on behalf of the Ministry of Education and Religious Affairs, supporting the integration and implementation of the following actions NSRF – National Strategic Reference Framework EU Structural Funds, PA 2014-2020, National Public Investment Program (PIP) and European Programmes:
- Primary and Secondary Education
- European Regional Development Fund (ERDF), Vocational Education and Training and Higher Education of PA Operational Programmes
- Special Education, Vulnerable Groups and Lifelong Learning.
ESPA Executive Unit – Education Sector is the competent Directory missioned to support the Ministry and its agencies regarding the OP and other European Programmes.
The ED ESPA falls under the competence of the General Secretary of the Ministry of Education, Research and Religious Affairs (Article 1, JMD 47903/495/9-5-2016 (FEK 1406B) is structured in six units.
